BACKGROUND

 

The City of Dallas owns and operates two wastewater treatment plants with a combined treatment capacity of 280 million gallons per day. Central Wastewater Treatment Plant (CWWTP) is the largest of the two plants, located just south of downtown. The treatment facility is divided into two plants, the Dallas Plant and the White Rock Plant. Screened and de-gritted wastewater is sent to primary clarifiers that reduce suspended solids and loading on downstream processes to minimize operational problems and lower energy consumption.

 

Dallas Water Utilities has identified a need to improve primary clarification and de-gritting for the Dallas Plant at CWWTP. Primary Clarifiers A and B were originally constructed in the 1930’s and 1940’s and are experiencing severe deterioration of the concrete structure and associated equipment due to corrosion. Poor hydraulics are also limiting the capacity of the Dallas Plant and the construction of new clarifiers is necessary to achieve adequate capacity to meet permit renewal requirements. In addition, grit from incoming wastewater is tearing up pumps and equipment in the clarifiers and creating maintenance and operational issues at both the Dallas and White Rock Plants. Maintenance staff has to shutdown the clarifiers on a regular basis to clean out the accumulation of grit and make temporary repairs.

 

This action will authorize a construction services contract with BAR Contractors, Inc. to install three new circular clarifiers, along with a de-gritting system for the CWWTP. The improvements will address deteriorated infrastructure and increase the capacity of the Dallas Plant Primary Clarifiers by 20 Million Gallons per Day (MGD). Construction of the snail removal and de-gritting system at the Dallas and White Rock Headworks will prevent snails and grit from entering the downstream treatment process and causing damage to the mechanical equipment. The project will also include rehabilitation of influent piping to the existing clarifiers to prevent water leakage, construction of a new splitter box, an effluent flow control structure, primary sludge pump station, meter vault and relocation of the Hazardous Materials Building.

 

The proposed improvements will increase the hydraulic capacity of the plant to meet permit requirements of 200 MGD average annual effluent flow, provide operational flexibility, enhance performance during wet weather events, improve overall effluent hydraulics, and decrease maintenance requirements. Pumps and other equipment will be better protected and last longer due to the new de-gritting system which will also allow the primary clarifiers to work more efficiently during peak flows and ease maintenance burdens on the aeration basins and other downstream processes.
