BACKGROUND

 

The Dallas Symphony Orchestra (DSO) has submitted a park naming application to the Dallas Park & Recreation Department to formally rename Betty B. Marcus Park to Shirley and Bill McIntyre Park.

 

DSO will enter into a ten-year maintenance and operations Agreement with a five-year renewal option with the City to fund park improvements, including providing enhanced grounds maintenance.

 

Deal Points (including but not limited to):

 

                     The City of Dallas Park and Recreation agrees to:

o                     Permit DSO to enter premises to maintain the areas they have selected, by using hand and power tools, all in coordination with a City of Dallas Park & Recreation Department Certified Arborist and the District Manager.

                     The Dallas Symphony agrees to:

o                     At its own cost, supplement the general maintenance/landscaping at a cost of $50,000.00 in year one and $25,000.00 - $30,000.00 annually after year one until the expiration of the agreement; this includes additional planting of additional flowers, additional cleaning and pruning beyond what the city has traditionally done in recent years.

 

o                     At its own cost, be responsible for the repair of the stonework, upgrade pathways and ensure safety at a cost of $100,000.00 in year one.

o                     At its own cost, schedule musical activities in the park on a monthly basis - weather dependent. This programming, which will be open to the neighbors, will cost between $50,000.00 - $75,000.00 annually.

o                     Comply with City of Dallas Risk Management requirements, to include any work to be done by contractors on park property

o                     Comply with the Dallas Park and Recreation Board Policies and City Ordinances.

o                     Notify District Manager and Urban Biologist of scheduled days of work.

o                     Report all volunteer hours, monthly, to the Service Area Community Program Coordinator.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On July 19,1984, the Park and Recreation Board authorized the park name Betty B. Marcus.

 

On August 15, 1984, the City Council authorized the park name Betty B. Marcus Park by Resolution No. 84-2632.

 

On January 26, 2023, the Park and Recreation Board authorized the park name change from Betty B. Marcus to Shirley and Bill McIntyre Park.

 

FISCAL INFORMATION
