Authorize (1) an increase in appropriations in an amount not to exceed $6,435,219.45 in the Water Revenue Bonds - Series 2009-B Fund; and (2) a construction services contract for Water Delivery SCADA, Frankford Pump Station, Abrams Pump Station, and pump station electrical improvements - Archer Western Contractors, lowest responsible bidder of two - Not to exceed $30,158,400.00 - Financing: Water Capital Improvement F Fund ($14,223,180.55), Water Construction Fund ($9,500,000.00), and Water Revenue Bonds - Series 2009-B Fund ($6,435,219.45)

BACKGROUND
The City of Dallas Water Utilities (DWU) provides drinking water and fire flow protection to approximately 2.4 million people in the City of Dallas and 23 customer cities. DWU’s water delivery system consists of 22 pump stations, 21 storage tanks, 18 pressure planes, and over 5,000 miles of pipeline infrastructure. A supervisory control and data acquisition (SCADA) system is used to operate and control the delivery of water. The existing SCADA system “top end” was originally installed in 2012 and has reached the end-of-support and is operating with expired warranties. In addition, several important needs have been identified within the water delivery system to improve pressure, address aging infrastructure, and provide electrical resiliency through condition assessments, master planning, and risk & resiliency evaluations.
This action will authorize a construction services contract with Archer Western Contractors for improvements to the Water Delivery SCADA System, construction of a new Frankford Road Pump Station, major maintenance work at Abrams Pump station, and electrical improvements at multiple pumping facilities city-wide. SCADA improvements will include replacement of hardware, updated software, cyber security improvements, updated reporting, as well as configuration, testing and training for Primary and Secondary Pumping Control Centers.
The Frankford Road Pump Station includes construction of a new pump station at the Highland Tank site to ensure reliable water pressure for the Meandering Way area as identified by master plan modeling efforts. Abrams Pump Station improvements include rehabilitation work on the storage tank, meter vault, pump station piping and other site civil and security improvements. This contract also includes electrical improvements at the Alta Mesa, Parkway, and Camp Wisdom pump stations to improve electrical reliability and resiliency.
