BACKGROUND

 

This action will authorize Change Order No. 1 to the construction services contract with The Fain Group, Inc. The original scope of work was for the construction of the Hi-Line Connector Trail along Victory Avenue and Hi Line Drive between the Katy Trail and the Trinity Strand Trail.

 

The project scope addressed with this change order is necessary to (a) delete accent lighting and underground electrical service rerouting; and (b) adjust for construction material cost increases due to delays outside of the contractor’s control which postponed the project start by nine months. This change results in a decrease of ($96,486.41), decreasing the contract amount from $11,531,424.84 to $11,434,938.43.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On June 23, 2021, the City Council authorized a development agreement and all other necessary documents with Circuit Trail Conservancy and/or its affiliates for the design and construction of the North Victory segment of the Hi Line Connector Trail Project located in the Victory Sub-district of the Sports Arena TIF District by Resolution No. 21-1155.

 

On March 10, 2022, the Park and Recreation Board authorized a contract with The Fain Group, Inc., for the construction the Hi Line Connector Trail along Victory Avenue and Hi Line Drive between, the Katy Trail to the Trinity Strand Trail.

 

On May 18, 2023, the Park and Recreation Board will consider a decrease to the construction services contract with the Fain Group, Inc. for additional work on the Hi-Line Connector Trail.
