Authorize a professional engineering services contract with Halff Associates, Inc. to provide engineering services for the Oak Farms Local Corridors conceptual engineering study in the area from Interstate Highway 30 to the north; Trinity River to the northeast; Beckley Avenue, Elsbeth Street, and Zang Boulevard to the west; Cumberland Street and Marsalis Avenue to the southwest; and DART Red Line to the southeast - Not to exceed $1,078,824.36 - Financing: Oak Farms Project Fund

BACKGROUND
The Oak Farms Local Corridors conceptual engineering study generally covers the street grid in the area from Interstate Highway 30 to the north; Trinity River to the northeast; Beckley Avenue, Elsbeth Street, and Zang Boulevard to the west; Cumberland Street and Marsalis Avenue to the southwest; and DART Red Line to the southeast.
The project’s scope includes preliminary engineering services for development of a feasibility study, design schematic, environmental documents and studies in support of the schematic work, public involvement, and data collection and analysis associated with corridor connections, sidewalks, transit stops/connectivity, bike lanes, streetscape improvements, and other relative services.
This project was approved by the North Central Texas Council of Government’s Regional Transportation Council on April 11, 2019.
On February 10, 2021, the City of Dallas and the Texas Department of Transportation (TxDOT) entered into an Advanced Funding Agreement (AFA) to accept a grant from the United States Department of Transportation Federal Highway Administration through TxDOT for the Surface Transportation Block Grant Program (Agreement No. CSJ 0918-47-306, CFDA No. 20.205) in the amount of $1,195,000.00 as federal share in the total project cost of $1,247,933.72 (includes Federal $1,171,100.00, Direct State $23,900.00, and Indirect State $52,933.72 participation totaling $1,195,000.00) and no City participation (covered by Transportation Development Credits valued at $239,000.00) for costs related to designing the reconstruction of roadways to include corridor connections, sidewalks, transit stop, bike lane, traffic calming, on-street parking and streetscape improvements at various locations in the City of Dallas. The City of Dallas is the lead agency to administer the environmental assessment and engineering of the project pursuant to the terms of the AFA. Additionally, the AFA allowed the City of Dallas to proceed with the Federal procurement process to select a firm for the necessary engineering.
On November 10, 2021, the City of Dallas issued a Request for Qualifications (RFQ) CIZ21-TRN-2017 - Oak Farms Local Corridors Engineering Study and subsequent Request for Proposal (RFP) and received four proposals from interested firms.
Halff Associates, Inc., was selected by the review committee as the most highly qualified proposer to provide engineering services for the Oak Farms Local Corridors conceptual engineering study.
If approved, this action will authorize a professional engineering services contract with Halff Associates, Inc. to provide preliminary engineering services for development of a feasibility study, design schematics, environmental documents, and associated design elements for the project.
