BACKGROUND

 

The Texas Transportation Commission passed Minute Order No. 116292 authorizing the State to undertake and complete a highway improvement or other transportation project generally described as rehabilitation of Lake June Road in the City of Dallas, which included this project.

 

The City of Dallas desires to enter into an Advanced Funding Agreement (AFA) with TxDOT to accept federal funding through the Surface Transportation Block Grant (STBG) Program for cost related to the preparation of preliminary engineering (schematic and environmental), final design, plans, specifications and estimates, and the reconstruction of Lake June Road from U.S. 175 to Gillette Street including rehabilitation of a 6 to 4 lane roadway including full depth pavement repair to include bike lanes, sidewalks, lighting, and traffic signal at Gillette Street and Lake June Road (“Project”).

 

TxDOT is the lead agency to administer the environmental assessment, engineering, and construction of the Project pursuant to the terms of the AFA, and the U.S. Department of Transportation will provide the State with funding for 80 percent of costs for environmental assessment, engineering, and construction activities and direct state costs as Federal participation.

 

The total estimated project cost is $2,406,614.00 which includes $1,840,000.00 as Federal participation for environmental assessment, engineering, construction, and direct state costs, $106,614.00 as State participation for indirect state costs, and 20 percent City of Dallas participation in the amount of $460,000.00 for environmental assessment, engineering, construction, and direct state costs paid to TxDOT prior to construction.

 

This action will authorize an AFA with TxDOT for environmental assessment, engineering, and construction of the Project and local participation in the amount of $460,000.00 to be disbursed to TxDOT.

 

Any change orders or cost overruns are the responsibility of the City of Dallas.

 

Coronavirus State and Local Fiscal Recovery Funds are eligible within the Qualified Census Tract areas to improve various intersections to promote the safety of all right-of-way users including motorist, cyclists, and pedestrians.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On June 23, 2021, the City Council authorized the acceptance of grant funds from the U.S. Department of Treasury for the Coronavirus State and Local Fiscal Recovery Fund to provide relief during the ongoing COVID-19 pandemic by Resolution No. 21-1149.

 

On September 28, 2022, the City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2022-23 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the American Rescue Plan Act funds from the U.S. Department of Treasury for the Coronavirus State and Local Fiscal Recovery Fund by Resolution No. 22-1480.
