BACKGROUND
Federal regulations require a public hearing on the City's Proposed Consolidated Plan Budget for HUD grant funds, including Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA).
Federal regulations and the City's Citizen Participation Plan also require a public comment period of not less than 30 days and a public hearing to receive comments.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On March 2, 2023, the CDC was briefed on the City Manager's Proposed FY 2023-24 HUD Consolidated Plan Budget and CDC Committees held meetings to review the proposed budget.
On April 6, 2023, the CDC approved the City Manager's proposed budget with no amendments.
The City Council was scheduled to be briefed on the "City Manager's Proposed FY 2023-24 HUD Consolidated Plan Budget" on April 19, 2023.
The City Council was briefed by memorandum on the "FY 2023-24 HUD Consolidated Plan Budget" on April 21, 2023, due to the cancelled City Council meeting on April 19, 2023.
The City Council was briefed on the "FY 2023-24 HUD Consolidated Plan Budget: City Council Discussion and Amendments" on May 3, 2023.
On May 10, 2023, the City Council authorized preliminary adoption of the Proposed FY 2023-24 HUD Consolidated Plan Budget and authorized a public hearing to receive comments on the proposed use of funds by Resolution No. 23-0604.
