BACKGROUND
Dallas Heritage Village is Dallas’ first park, originally known as City Park. Heritage Village maintains a collection of historic buildings and furnishings and functions as a living history museum. The park currently utilizes its space to educate and celebrate history, support local Cedars Artist Union artists through affordable studio space, park recreation and relaxation, agricultural development, and research projects throughout East Dallas.
The current contract with Dallas County Heritage Society, who operates the park, is set to expire May 26, 2023. The Dallas Park & Recreation Department (DPARD) and the Office of Arts and Culture (OAC) intends to extend the contract for 12 months and to provide an additional $300,000.00 in order to facilitate a proper transition from existing management. The additional funding in the amount of $300,000.00 will be split between the two departments with DPARD providing $200,000.00 and the OAC providing $100,000.00. OAC will administratively transfer the funds to DPARD once all required approvals have been received.
Currently, and as has been the case for many years, OAC provides approximately $100,000.00 annually to the park. So, the cumulative effect for the next 12 months is that Dallas Heritage Society will receive $400,000.00 from the City to operate the park. OAC will provide a total of $200,000.00 ($100,000.00 existing and $100,000.00 new) and DPARD will provide $200,000.00 (new funding) for the period of May 26, 2023 through May 26, 2024. The new funding from DPARD will go towards additional outdoor programming and security. The new funding from the OAC will go towards enhanced interpretative signage and maintenance.

On May 4, 2023, the Park and Recreation Board authorized an (1) additional twelve-month extension to a management agreement with Dallas Heritage Society at Old City Park for the period May 2023 through May 2024; and (2) allocation of $300,000.00 in funding to Dallas Heritage Society at Old City Park.
