BACKGROUND

 

This action does not encumber funds; the purpose of a cooperative purchasing agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.

 

This cooperative purchasing agreement will provide for airfield paint removal, striping, and painting services at Dallas Love Field. The Federal Aviation Administration (FAA) recommends the standards and guidelines to establish uniform application of airfield surface markings for runways, taxiways, and aprons. The FAA establishes an acceptable level of safety, performance, and operation for airfield ground navigation. This airfield paint removal, striping, and painting services agreement will provide acceptable means of meeting the requirements of 14 CFR part 139, Certification of Airports.  14 CFR part 139, Certification of Airports standards and guidelines is mandatory for projects funded under Federal grant assistance programs, including the Airport Improvement Program.

 

The Sourcewell cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code.  Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.

 

 

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On March 22, 2017, the City Council authorized a one-year service contract for airfield paint removal, striping, and painting services at Dallas Love Field with Hi-Lite Airfield Services, LLC through the Texas Association of School Boards (BuyBoard) by Resolution No. 17-0476.
