Authorize a five-year cooperative purchasing agreement for airfield paint removal, striping, and painting services at Dallas Love Field for the Department of Aviation with Hi-Lite Airfield Services LLC through the Sourcewell cooperative agreement - Estimated amount of $7,500,000 - Financing: Aviation Fund (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a cooperative purchasing agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
This cooperative purchasing agreement will provide for airfield paint removal, striping, and painting services at Dallas Love Field. The Federal Aviation Administration (FAA) recommends the standards and guidelines to establish uniform application of airfield surface markings for runways, taxiways, and aprons. The FAA establishes an acceptable level of safety, performance, and operation for airfield ground navigation. This airfield paint removal, striping, and painting services agreement will provide acceptable means of meeting the requirements of 14 CFR part 139, Certification of Airports. 14 CFR part 139, Certification of Airports standards and guidelines is mandatory for projects funded under Federal grant assistance programs, including the Airport Improvement Program.
