BACKGROUND

The flow monitoring contract is a vital service to the Dallas Water Utilities Department (DWU) for the effective management of the wastewater collection system. The DWU contract agreement with the Hach Company for wastewater flow monitoring services ended on April 13, 2023, however, the contract funding was depleted at the end of December 2022. In anticipation of the depletion of funds, DWU, working in concert with the Office of Procurement Services, initiated the procurement of a new contract for flow monitoring meters and sensors in the Summer of 2022. This procurement was anticipated to be completed in December 2022, but a new contract was not executed until May 24, 2023. Based on the essential nature of the services offered by the contract (especially during wet weather), DWU continued using the contract after the funding was depleted but still within the contract terms. This action will ratify the payment of invoices in the amount of $123,282.88.
