BACKGROUND

 

This action will authorize a ten-year license use agreement with the White Rock Boat Club (Boat Club) for the purpose of maintaining a marina with pier facilities, davits, boat slips and attached clubhouse for the benefits of its members and the public located at White Rock Lake. The Boat Club will pay $4,740.00 annually to the City of Dallas Park & Recreation Department. 

 

The Boat Club is a Texas non-profit organization formed for the purpose of promoting sailing activities and providing a marina with pier facilities, davits, boat slips and a clubhouse to members of the organization.  The Boat Club was granted a permit to construct pier facilities and boat slips, along with maintaining those facilities from the August 28, 1961, Resolution that was adopted by the Dallas Park and Recreation Board.  The Boat Club is currently operating under a one-year license agreement.   

 

Obligations of the City include the following:

1.                     The City reserves the right to enter and inspect the Premises during normal business hours.

 

Obligations of White Rock Boat Club include the following:

1.                     Annual payment of $60.00 per slip, totaling $4,740.00 per year.  Total financial commitment of $47,400.00. 

2.                     Provide quarterly volunteer hour report for lake/shoreline cleanup, recreation center education programs and volunteer hours for various programming provided to the community

 

3.                     Provide annual financial statements of revenues generated provided by a Certified Public Accountant

4.                     Provide and submit an annual Performance Plan for the Club which will identify performance indicators.  The annual performance indicators to be included are      a) conducting shoreline cleanup activity no less than two dates in any twelve-month period, b) provide quarterly volunteer hour report for lake/shoreline cleanup, c) recreation center education programs and volunteer hours for various programming provided to the community and d) partner with local recreation centers for youth sailing and kayaking activities

5.                     Club will pay for all utilities

6.                     Existing footprint will not increase without Dallas Park and Recreation Board and Dallas Water Utilities approval

7.                     Partner with the City of Dallas students on sailing and kayaking

8.                     Be solely responsible for maintenance of the premises

9.                     Provide a copy of the Club’s bylaws and provide the City a copy when changes are made.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On May 4, 2023, the Park and Recreation Board authorized a ten-year license use agreement with White Rock Boat Club located at 340 East Lawther Drive.
