BACKGROUND

 

This action will authorize a ten-year license use agreement with Corinthian Sailing Club (CSC) for the purpose of maintaining a marina with pier facilities, davits, boat slips and attached clubhouse for the benefits of its members and the public located at White Rock Lake. The CSC will pay $10,980.00 annually to the City of Dallas Park & Recreation Department. 

 

Corinthian Sailing Club is a Texas non-profit organization formed for the purpose of promoting sailing activities and providing a marina with pier facilities, davits, boat slips and a clubhouse to members of the organization.  CSC was granted a permit to construct pier facilities and boat slips, along with maintaining those facilities from the August 28, 1961 resolution that was adopted by the Dallas Park and Recreation Board.  They are currently operating under a one-year license agreement.   

Obligations of the City include the following:

1.                     City reserves the right to enter and inspect the premises during normal business hours.

 

Obligations of Corinthian Sailing Club include the following:

1.                     Annual payment of $60.00 per slip, totaling $10,980.00 per year.  Total financial commitment of $109,800.00. 

2.                     Provide quarterly volunteer hour report for lake/shoreline cleanup, recreation center education programs and volunteer hours for various programming provided to the community.

3.                     Provide annual financial statements of revenues generated provided by a certified public accountant.

 

4.                     Provide submit an annual performance plan for the club which will identify performance indicators.  The annual performance indicators to be included are      a) conducting shoreline cleanup activity no less than two dates in any twelve-month period, b) provide quarterly volunteer hour report for lake/shoreline cleanup, c) recreation center education programs and volunteer hours for various programming provided to the community and d) partner with local recreation centers for youth sailing activities.

5.                     Club will pay for all utilities.

6.                     Existing footprint will not increase without Dallas Park and Recreation Board and Dallas Water Utilities approval.

7.                     Partner with City of Dallas students on sailing.

8.                     Be solely responsible for maintenance of the premises.

9.                     Provide a copy of the club’s bylaws and provide the City a copy when changes are ever made.

On May 4, 2023, the Park and Recreation Board authorized a ten-year license use agreement with Corinthian Sailing Club at White Rock Lake located at 441 East Lawther Drive.
