BACKGROUND

Dallas City Charter Chapter II Section 3 requires that the Charter be reviewed by a Charter Review Commission at intervals of not more than 10 years. The most recent appointed Charter Review Commission began the required review in January 2014 and reported their recommendations to City Council on May 21, 2014. Approval of this resolution creates a Charter Review Commission, composed of 15 members, with each City Councilmember nominating one commissioner, and the Mayor appointing the chair. The Charter Review Commission will appoint the vice-chair. All members of the Charter Review Commission must reside in the City of Dallas at the time of appointment and for the duration of the Charter Review Commission's work.
The Charter Review Commissioners will be considered city officials and commission members for purposes of certain Code of Ethics provisions. The Charter Review Commission shall comply with the Texas Open Meetings Act and Robert's Rules of Order and shall submit the approved minutes of each meeting to the city council and city secretary.
The Charter Review Commission shall complete its review and report to the City Council not later than May 21, 2024. State law authorizes the governing body of a municipality to then submit proposed charter amendments to the voters for their approval at an election.
