BACKGROUND

This action will authorize a professional services contract with Huitt-Zollars Inc. for design development, construction documents, environmental services, and construction administration for the extension of approximately 1.10 miles of a 14-foot trail beginning from the end of the existing SoPac 4A Trail near Greenville Avenue to Meadow Road and connecting to the Northaven Trail bridge over White Rock Creek. This will connect the SoPac Trail to the Northaven Trail, the White Rock Creek Trail, and the Cottonwood Creek Trail.

On December 1, 2021, the City of Dallas advertised the Request for Qualifications for Engineering Consulting Services for the SoPac Trail. In response to this advertisement, the Dallas Park & Recreation Department received submittals from nine interested engineering firms on January 14, 2022.

In January 2022, the Dallas Park & Recreation Department evaluated and ranked the nine firms based on their qualifications for various bond projects. The top three ranked firms were shortlisted for interviews.

On September 19, 2022, the Dallas Park & Recreation Department selected Huitt-Zollars Inc. as the most qualified shortlisted firm based on their ranking for the SoPac Trail Improvements Project. A Request for a Proposal was sent for professional engineering service...
