BACKGROUND

This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.

This service contract will provide for a cost of service/revenue study of fees supporting programs/services provided by General Fund departments - Management Services. The City's Financial Management Performance Criteria requires a review once every four years of selected fees and charges to determine to what extent the full cost of associated services are recovered by revenues and to identify new revenues/fee sources and/or fee increases.

A five-member committee from the following departments reviewed and evaluated the qualifications:

* Budget and Management Services (2)
* Department of Code Compliance (1)
* Fire-Rescue Department (1)
* Office of Procurement Services (1)*

*The Office of Procurement Services evaluated cost and local preference, if applicable.

The committee selected the successful respondent on the basis of demonstrated competence and qualifications under the following criteria:

* Experience 35 points
* Approach 30 points
* Cost 30 points
* Local Preference 5 points
