BACKGROUND

This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.

This contract will provide for a cloud-based security software as a service for the Department of Information and Technology Services that will secure online communication, protect websites, and ensure the authenticity and integrity of digital transactions. This is accomplished through the management of a secure socket layer and secure email certificates.

The certificates are used to establish secure connections between web servers, browsers, and emails by encrypting data transmission and verifying the authenticity of the websites and/or domains. This ensures that the information exchanged between a website and its visitors remains secure and cannot be tampered with or intercepted.

The Interlocal Purchasing System cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
