BACKGROUND

On August 24, 2022, the City Council authorized a construction services contract with Douglas Dailey Construction, LLC, for the installation and rehabilitation of water and wastewater mains at 15 locations, in an amount not to exceed $10,985,770.00. The original scope of work included the installation of approximately 25,660 feet of water and wastewater mains ranging from 4-inch to 12-inch in diameter. After award of the contract, Dallas Water Utilities (DWU) experienced a significant failure of the wastewater main in the alley between Clydedale Drive and Kendale Drive from Community Drive southwest in November 2022 due to corrosion of the existing concrete pipe. Following this failure, adjacent wastewater pipelines were inspected by DWU and found to be in a similar condition as the failed pipe and on the brink of failure. Since Douglas Dailey Construction, LLC was working nearby on other wastewater improvements, DWU approached Douglas Dailey and they provided a reasonable cost proposal to complete additional wastewater main replacements to address the failed pipe and adjacent pipes in similar condition.
