BACKGROUND

The Request for Qualifications (CIZ23-PBW-2099) was issued on March 3, 2023, for the McKinney Avenue/Cole Avenue Two-way Conversion Project. Kimley-Horn & Associates, Inc. was selected following a qualifications-based selection process in accordance with the City of Dallas procurement guidelines. This action will authorize a professional services contract with Kimley-Horn & Associates, Inc. to provide engineering design services for the Uptown McKinney Avenue/Cole Avenue Couplet Project.

The Uptown McKinney Avenue/Cole Avenue Couplet Project is a partnership project between the City of Dallas and the Texas Department of Transportation (TxDOT) to convert McKinney Avenue from Allen Street to Harvard Avenue; Allen Street from McKinney Avenue to Carlisle Street; Carlisle Street from Allen Street to Cole Avenue; and Cole Avenue from Carlisle Street to Harvard Avenue from existing one-way roadways to two-way special three-lane undivided roadways. The project will also relocate the existing trolley tracks/system and provide associated signal, signage, and pedestrian improvements. The City is the lead agency to administer the design and construction of the project.
