BACKGROUND
This action does not encumber funds; the purpose of a cooperation purchasing ID/IQ agreement is to establish firm pricing for goods, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that the actual need, combined with the amount budgeted, will determine the amount spent under this agreement.
The Rubicon mobile app-based service will enhance Sanitation’s service delivery efficiency by providing digital route management and navigation for Sanitation’s 156 daily garbage and recycle collection routes. These routes are currently managed via paper maps provided to truck drivers daily. The Rubicon mobile app will display route details to drivers, provide turn-by-turn directions, alert drivers, and supervisors to potentially missed stops, and allow supervisors to modify routes midday to provide coverage where the department may be short on staff or equipment. Pre- and post-trip inspections will also be converted from paper by this service. Additionally, drivers will also be able to document service exceptions, including non-compliant setouts, containers blocked by parked cars, and excessive containers.
The Sourcewell cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
