Authorize a construction services contract for the Tornado - Damaged Signals Group 2 - Re-Bid Project to reconstruct traffic signals at the intersections of Walnut Hill Lane and Brockbank Drive, Park Lane and Webb Chapel Road, Royal Lane and St. Michaels Drive, and Forest Lane and Shepherd Road - EAR Telecommunications, LLC DBA: EARTC, lowest responsible bidder of four - Not to exceed $3,091,437.15 - Financing: Federal Highway Administration Tornado Damaged Signals Fund ($1,600,000.00) and Coronavirus State and Local Fiscal Recovery Fund ($1,491,437.15)

BACKGROUND
The City of Dallas was awarded a grant of $2.95 million from the Federal Highway Administration's (FHWA) Federal Emergency Relief Program administered by the Texas Department of Transportation (TxDOT) to reconstruct seven traffic signals damaged by the 2019 tornado event.
This action will authorize a construction services contract with EAR Telecommunications, LLC DBA: EARTC (EARTC), lowest responsible bidder of four, to reconstruct four of the seven traffic signals as part of services for the Tornado - Damaged Signals Group 2 - Re-Bid Project.
Initial bid specifications for this project were developed and publicly advertised on July 7, 2023, but no bids were received, which necessitated the re-bidding of this project in coordination with TxDOT and FHWA.
Bid specifications were readvertised on October 25, 2023, for competitive bids associated with the Tornado - Damaged Signals Group 2 - Re-Bid Project. Bids were opened on December 1, 2023.
