BACKGROUND
On December 8, 2021, the City Council authorized a five-year professional services contract with Gresham Smith to update the 2011 Dallas Bike Plan. In May 2022, the City Council authorized Supplemental Agreement No. 1 to the contract to expand the project scope to include the development of design plans and studies for five locations. The expanded project scope included Jackson Street Cycletrack (design); Gap Project Connecting 5-Mile Trail to Ledbetter Station (design); Lawnview Gap Connection (study); Vernon/Tyler Gap (design); and Meandering Way Gap Connection (study).
On November 1, 2023, the City Council was briefed on the status of the Dallas Bike Plan Update, during which, the City Council requested additional services for further public engagement and supplemental support to ensure the updated Dallas Bike Plan incorporates the additional feedback necessary to finalize the plan.
This action will authorize Supplemental Agreement No. 2 to the professional services contract with Gresham Smith to expand the scope of the contract, in an amount not to exceed $472,632.00, increasing the contract amount from $817,281.00 to $1,289,913.00.

On December 8, 2021, the City Council authorized a five-year professional services contract with Gresham Smith to update the 2011 Dallas Bike Plan to reflect current conditions, needs, and preferences by Resolution No. 21-1981.
On May 11, 2022, the City Council authorized Supplemental Agreement No. 1 to the professional services contract with Gresham Smith to expand the project scope to include additional priority bike project design and study elements in the amount of $368,236.00, increasing the contract amount from $449,045.00 to $817,281.00 by Resolution No. 22-0718.
The Transportation and Infrastructure Committee was briefed on the “Dallas Bike Plan Update” on September 19, 2022.
