Authorize a twenty-two-month construction services contract for the 2024 Barrier Free Ramp Improvements along Dallas Area Rapid Transit (DART) Bus Routes that includes water and wastewater adjustments at various locations throughout the City - Estrada Concrete Company, LLC, lowest responsible bidder of two - Not to exceed $33,848,975.00 - Financing: DART Transportation Projects Fund

BACKGROUND
Estrada Concrete Company, LLC is a Dallas-based corporation, operating within the corporate city limits of Dallas, Texas.
On February 16, 2024, two bids were received for the 2024 Barrier Free Ramp Improvements along the DART Bus Routes. This action will authorize a twenty-two-month construction services contract for sidewalk and barrier free ramp installation paving services contract for the 2024 Sidewalk and Barrier Free Improvements along DART Bus Routes within the public row. The installation of barrier free ramps throughout the City is required in order to be in compliance with the Americans with Disabilities Act (ADA).
On July 6, 2023, the City of Dallas and DART entered into an Interlocal Agreement (ILA) under Purchase Order (PO) No. 5007571. The City is entitled to receive $80,000,000.00 in DART fundings. The recommend use for the DART Excess Sales Tax Revenue includes $10,000.000.00 for the Dallas Sidewalk Master Plan and $50,000,000.00 to provide for ADA Ramp Installations throughout the city of Dallas.
On June 14, 2023, the City Council authorized an ILA with DART for the distribution of up to $80,000,000.00 in funding from DART which consists of the City's portion of (i) excess sales tax funds from DART of $72,000,000.00 and (ii) additional Regional Transportation Council funds of approximately $8,000,000.00, all to be used to complete projects eligible for this funding that will benefit DART's Public Transportation System or provide Complementary Transportation Services located in Dallas by Resolution No. 23-0822. That this contract is designated as Contract No. TRN-2023-00021163.
