Authorize a two-year contract with three one-year renewal option service contract, for professional consulting services with Freese and Nichols, Inc., as a Special Needs request to continue assisting with zoning and planning applications and other planning review projects - Not to exceed $722,255.00 - Financing: General Fund

BACKGROUND
The Current Zoning Unit has experienced a large backlog of applications for zoning changes/review. The primary cause is from staffing shortages and economic growth in the City of Dallas. At the recommendation of the City Manager, a request for proposal was submitted in January 2023, to reduce the backlog of applicants. The funds for the existing contract will be depleted in April 2024. This action is for the purpose of a new professional services contract to establish firm pricing for services, for a specific term, which are ordered on an as needed basis. This agreement will help the City complete Zoning, Conservation and Historic District applications and assist with Authorized Hearings in a timely manner during peak demand periods without having to add additional full-time staff.
At the request of the City Manager, a contract with Freese and Nichols, Inc. was procured and awarded Responsive Bidder by Administrative Action No. 23-5540 in April 2023 (Attachment 1) to augment planning and zoning professional on call services in the amount of $99,980.00. The City Council approved additional funding for these services in the Biennial Budget Fiscal year 23-24 and 24-25.
