Authorize adoption of the 2024 Drought Contingency Plan for the City of Dallas - Financing: No cost consideration to the City

BACKGROUND

 

This item will adopt the 2024 Drought Contingency Plan for the City of Dallas as required by the Texas Commission on Environmental Quality (TCEQ). Drought Contingency plans must be updated every five years, so the 2024 Drought Contingency Plan updates the plan submitted in 2019. The plan’s purpose is to manage Dallas' water resources during emergency conditions such as drought, delivery capacity limitations and natural and man-made contamination of water supply sources.

 

The updated drought plan meets state requirements by including drought stage triggers, responses, and quantified targets for in each stage of the drought plan. The plan requires Council adoption prior to final submission to the TCEQ.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On June 9, 2010, the City Council authorized the adoption of the state-mandated 2010 Drought Contingency Plan by Resolution No. 10-1508.

 

The Quality of Life & Environment Committee was briefed on February 10, 2014, with details of the state mandated 2014 Drought Contingency Plan update.

 

On February 26, 2014, the City Council authorized the adoption of the state-mandated 2014 Drought Contingency Plan by Resolution No. 14-0418.

 

On April 24, 2019, the City Council authorized the adoption of the state-mandated 2019 Drought Contingency Plan by Resolution No. 19-0608.
