BACKGROUND

On May 25, 2022, the City Council authorized a thirty-six-month contract with Vescorp Construction, LLC dba Chavez Concrete Cutting for the 2022 Dallas Sidewalk Master Plan Improvements that includes water and wastewater adjustments at various locations throughout the City, in an amount not to exceed $13,887,150.00, by Resolution No. 22-0794.

On January 25, 2023, the City Council approved Change Order No. 1 to the construction services contract with Vescorp Construction, LLC dba Chavez Concrete Cutting to implement an Alley Trail Conversion Program on a select group of alleys in various locations authorize reducing Street and Alley Improvements Fund capacity by $3,031,696.07 and replace with Coronavirus State and Local Fiscal Recovery Funds and Community Development Block Grant funds for a zero-dollar change order, keeping the contract amount at $13,887,150.00.

The Dallas Sidewalk Master Plan, completed in June 2021, is a targeted path forward that is aimed at improving pedestrian mobility. Through this work, a data driven methodology system was utilized to identify the most impactful projects to increase accessibility for pedestrians, improve safety for all City residents, and address sidewalk needs in historically underserved communities.
