BACKGROUND

On June 26, 2019, City Council authorized a professional services contract with Halff Associates, Inc. for the engineering design of a local street reconstruction project on 10th Street from Interstate Highway 35 to Clarendon Drive by Resolution No. 19-0983.

In July 2021, the Landmark Commission denied the 10th Street application for Certificate of Appropriateness because of their concern regarding the proposed street improvements adversely impacting the adjacent cemetery at 100 North Moore Street. The project was put on hold to investigate and recommend viable solutions to mitigate the problem. In May 2022, the decision was made to reduce the pavement width to 24-feet and realign the street as needed to avoid any impact to the cemetery.

This action will authorize Supplemental Agreement No. 1 to the professional services contract with Halff Associates, Inc., to provide additional engineering design services and necessary design modifications of 10th Street from Interstate Highway 35 to Clarendon Drive to avoid impact to the cemetery at 100 North Moore Street.
