BACKGROUND

Quiet Zones improve the quality of life for persons living near a rail line by preventing locomotive trains from sounding their horn as the train approaches a street grade crossing. The establishment of a Quiet Zone by a public authority is recognized by the Federal Railroad Administration and requires a detailed process that includes providing a Notice of Intent, the implementation of appropriate supplemental and/or alternative safety measures at the crossing deemed necessary by a multi-agency diagnostic team, followed by the City issuing a Notice of Establishment of the Quiet Zone.

In June 2019, the City of Dallas entered into a Local Project Advanced Funding Agreement with the Texas Department of Transportation to accept a federal grant for the installation of safety measures at several railroad/roadway crossing locations along the Kansas City Southern Railway (KCS) corridor in East Dallas to establish a Quiet Zone. In June 2020, the City entered into an agreement with KCS to implement quiet zone improvements along the KCS corridor encompassing railroad crossings at Santa Anna Avenue, Barnes Bridge Road, Centerville Road, Gus Thomasson Road, Peavy Road, Mariposa Drive, St. Francis Avenue, and Highland Road.
