Authorize the (1) ratification in the amount of $545,116.43 to pay outstanding invoices due to Family Endeavors, Inc. dba Endeavors for encampment sheltering services from January 27, 2023 through May 26, 2023; and (2) execution of a contract with Family Endeavors, Inc. dba Endeavors for services in the amount of $1,090,232.86 for encampment sheltering services due to the closure and decommission of a homeless encampment - Total not to exceed $1,635,349.29 - Financing: General Fund

BACKGROUND
This item allows for the ratification of the procurement of encampment sheltering services related to the necessary decommissioning of a certain encampment to protect the health and safety of Dallas residents. The purpose of this decommissioning was to provide a holistic solution to address homelessness sustainably by closing the site located at 1613 Baylor Street, 2912 Hickory Street, 2633 Hickory Street, the 2600 block of Hickory Street, 2600 block of Dawson Street, 2600 block of Louise Avenue, 1600 block of Chestnut Street, 1600 block of Baylor street and 1700 block of Baylor Street on January 27, 2023, via the Dallas R.E.A.L. Time Rapid Rehousing Initiative (DRTRR). Along with a history of criminal activity in this area, recent events heightened the existing public safety concerns, shared with us by law enforcement. Due to the increase in documented criminal activity, the Office of Homeless Solutions (OHS) was directed by the City Manager to close these sites immediately.
Because the planned decommissioning of this site was originally scheduled for February 2023, the OHS and its partners were able to collaboratively offer and connect all area unsheltered residents to services via the DRTRR. Officia...
