BACKGROUND

Malcolm X Boulevard is on the Vision Zero High Injury Network (HIN). The HIN identifies the city streets that account for a disproportionate number of fatal and severe crashes. To have the greatest impact on reaching the City's Vision Zero goal of eliminating traffic fatalities and reducing severe injuries, these streets should be prioritized in Vision Zero efforts. The first action item in the Vision Zero Action Plan is to conduct engineering safety evaluations for streets on the HIN to identify improvements that will address the severe crashes. These projects are a crucial step to advancing the City's Vision Zero goal.

The Malcolm X Boulevard traffic corridor study will evaluate traffic safety, traffic operations, and pedestrian accessibility along Malcolm X Boulevard from Elsie Faye Heggins Street to Martin Luther King Jr. Boulevard.

Key elements of the scope of work include collection and analysis of traffic operations data; public engagement; evaluation of current pedestrian conditions; development of volume projections; and recommendation of potential traffic calming and pedestrian facility improvements to increase safety and accessibility for pedestrians and motorists along the corridor.
