BACKGROUND

The East Side Water Treatment Plant (ESWTP) was originally constructed in the 1960s and is the largest of three water treatment plants serving customers of the City of Dallas Water Utilities Department (DWU) with a treatment capacity of 440 million gallons per day. On June 23, 2021, City Council authorized a construction services contract with BAR Constructors, Inc. for the construction of residual handling improvements at the ESWTP by Resolution No. 21-787. The project consists of two new residual lagoons, a new washwater recovery basin, pumps and piping. The construction of the project is approximately 80% complete.

This action will authorize Change Order No. 1 to the construction services contract with BAR Constructors, Inc. for additional work associated with the construction of Phase I of the ESWTP Residuals Handling Improvements Program. During construction, additional work not within the original contract has been required to complete the proposed improvements. The additional work includes manhole base rebar, fire hydrant repairs, existing lagoon leak repairs, storage building subgrade preparation, pump control panels, electrical manhole sumps, and other electrical modifications.
