BACKGROUND

Texas Department of Transportation (TxDOT) is designing the reconstruction of IH-30 from IH-35 East to IH-45, known as the IH-30 Canyon. The IH-30 Canyon Project runs through and provides access to vital parts of the City and offers an opportunity to include design elements that improve mobility and safety, enhance quality of life for the surrounding community, and encourage economic development. The Dallas Department of Transportation requested transportation enhancements or "betterments" to the TxDOT IH-30 Canyon Redesign Project to provide pedestrian, safety, and intersection improvements within and around the Cedars neighborhood in Southern Dallas.

On December 14, 2022, the City Council, with concurrence from the Cedars Tax Increment Financing (TIF) District Board of Directors, authorized the transfer of up to $10,400,000.00 in Cedars TIF District Funds to the Transportation Special Projects Fund which included up to $2,000,000.00 for the Akard Street Traffic Signal Project and up to $8,400,000.00 for the IH-30 Canyon Redesign Betterments Project by Resolution No. 22-1773.
