BACKGROUND

Dallas Water Utilities (DWU) consists of 320 structures with approximately 1.7 million square feet of roof systems that have an estimated replacement value of $20,400,000.00. DWU facilities are generally exposed to more aggressive and corrosive environments due to the chemicals used in some of the treatment processes. With this exposure roof materials break down at a higher rate, necessitating frequent repair and maintenance to properly manage these assets.

In 2019, a roof assessment was performed on all DWU buildings by Terracon Consultants, Inc. Working with Terracon, Consultants, Inc., the DWU Roof Maintenance manual and schedule was updated with current assessment information. The components include semi-annual physical roof inspections, minor repairs and debris removal at the time of inspection, and 24/7 emergency repair service that will continue the level of service that DWU has in place at this time.

This action will authorize semi-annual maintenance by manufacturer's certified technicians to protect and extend the life of the existing roofs and maintain manufacturer's warranties. This action will also provide minor repairs and 24/7 emerge...
