BACKGROUND

On November 10, 2021, City Council authorized a construction contract with Archer Western Construction, Inc. for Electrical and SCADA improvements at the Southside Wastewater Treatment Plant by Resolution No. 21-1846. In May 2023, Dallas Water Utilities (DWU) investigated a 60-inch diameter pipe failure at the Southside Wastewater Treatment Plant near Influent Pump Station C. DWU determined that the resources of a private construction company would be necessary for the emergency repair due to the size and the depth of the main and volume of wastewater required to be bypassed during replacement activities.

This action will ratify additional construction services for the emergency repair of the collapsed 60-inch diameter wastewater main within the Southside Wastewater Treatment Plant and increases the contract time by 30 days. The emergency repair was completed in June 2023 and consisted of excavating soil to a depth of 35-feet, removing the collapsed 60-inch pipe, installing 140 feet of 60-inch diameter replacement pipe, and backfilling the excavation to match the adjacent ground surface. The collapsed main was constructed in the early 1980's and the structural failure was due to excessive corrosion of the pipeline from hydrogen sulfide. The replacement pipe is a corrosion resistant material.
