BACKGROUND

 

The TxDOT STEP Comprehensive grant fund provides for the reimbursement of overtime salaries paid to officers and supervisors enforcing specific traffic laws at targeted locations. The focus is on driving while intoxicated (DWI) violations, speeding, occupant restraint use, and traffic control device violations. The goals are: (1) to increase effective enforcement and adjudication of traffic safety-related laws to reduce fatal and serious injury crashes; (2) to reduce the number of DWI related crashes, injuries and fatalities; and (3) to increase occupant restraint use in all passenger vehicles and trucks.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On October 13, 2021, the City Council authorized an application for and acceptance of the STEP Grant from the U.S. Department of Transportation passed through the Texas Department of Transportation for travel expenses and overtime reimbursement for the period October 1, 2021 through September 30, 2022; a city contribution of pension; and execution of the grant agreement by Resolution No. 21-1689.

 

On October 12, 2022, the City Council authorized an application for and acceptance of the STEP Grant from the U.S. Department of Transportation passed through the Texas Department of Transportation for travel expenses and overtime reimbursement for the period October 1, 2022 through September 30, 2023; a city contribution of pension; and execution of the grant agreement by Resolution No. 22-1551.

 

On September 27, 2023, the City Council authorized an application for and acceptance of the STEP Comprehensive Grant from the U.S. Department of Transportation passed through the Texas Department of Transportation for travel expenses and overtime reimbursement for the period October 1, 2023 through September 30, 2024; a city contribution of pension; and execution of the grant agreement by Resolution No. 23-1354.

 

On September 25, 2024, the City Council authorized an application for and acceptance of the STEP Comprehensive Grant from the U.S. Department of Transportation passed through the Texas Department of Transportation for travel expenses and overtime reimbursement for the period October 1, 2024 through September 30, 2025; a city contribution of pension; and execution of the grant agreement by Resolution No. 24-1418.

 

On September 24, 2025, the City Council authorized an application for and acceptance of the STEP Comprehensive Grant from the U.S. Department of Transportation passed through the Texas Department of Transportation for travel expenses and overtime reimbursement for the period October 1, 2025 through September 30, 2026; a city contribution of pension; and execution of the grant agreement by Resolution No. 25-1506.
