BACKGROUND

This service contract will allow for the administration of a teen pregnancy prevention/youth development program. Teen birth rates in Dallas are above the national average. Teen pregnancy contributes to:
* Increased child poverty rates
* Financial burdens for the teen
* Increased risk for negative health outcomes
* Challenges to educational attainment

A total of $300,000.00 was allocated by City Council to be distributed to nonprofit agencies to provide prevention and intervention services for youth ages 20 and younger who live in zip codes with the highest rates of teen births and/or show evidence of academic underperformance, negative behaviors, and dropping out of school. Of the $300,000.00, $250,000.00 was allocated to youth development programming. The remaining $50,000.00 was allocated to pregnancy prevention outreach.

Programs sought were programs that impact teen pregnancy by supporting teens to achieve their fullest potential. The U.S. Department of Health & Human Services Office of Adolescent Health (which merged with Office of Population Affairs in June 2019) has demonstrated that a positive youth development approach can support positive outcomes in teen pregnancy and reproductive health programming.
