BACKGROUND

This action does not encumber funds; the purpose of a cooperative purchasing agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.

This cooperative purchasing agreement will provide for helicopter turbine engine overhauls, rebuilds, repairs, and associated rentals for helicopters for the Police Department. In addition, it will also cover replacements of specific internal engine parts such as fuel controls, bleed valves, and fuel pumps. As a result of accumulated flight hours, each helicopter requires scheduled overhauls and rebuilds. Each engine is due a partial or complete overhaul service at 1,750 or 3,500 hours of engine usage. This is done to ensure safe operations, and to meet compliance with the Federal Aviation Administration. On September 23, 2020, City Council approved a Master Agreement for service with Uniflight LLC for helicopter engine maintenance.
