BACKGROUND

This project is a partnership project between the City of Dallas. The City is the lead agency responsible for administering design and construction of the project. This paving project will include construction of a new four-lane undivided roadway with reinforced concrete pavement, curb, gutter, bicycle/pedestrian facilities, intersection reconstruction, water, storm drainage, a new bridge, culvert and street lighting.
This action will authorize an Advance Funding Agreement (AFA) for the payment to TxDOT for the City's share of the engineering design review costs associated with this project. The estimated total project cost, including construction and the state's direct/indirect cost is $4,440,179.00, of which $3,400,000.00 is to be federally funded, $190,179.00 is to be funded by TxDOT, and the remaining $850,000.00 is to be funded by the City of Dallas 2017 Bond Program. The City will be responsible for any project cost overruns, in excess of the federal and state funding participation, as described in the agreement.
If the AFA is not approved at this time, it would delay the implementation of Wheatland Road from the city limits to University Hills Boulevard, thus delaying implementation of the 2017 Bond Program and other Dallas Water Utilities' projects in the area and...
