BACKGROUND

This project, initiated by the City of Dallas, is located at Bonnie View Road and Interstate Highway 20. It is an on-system project being constructed by the Texas Department of Transportation (TxDOT). It widens the bridge to add turn lanes, improves the approach, and replaces the traffic signal system.

On March 24, 2021, City Council authorized an Advance Funding Agreement (AFA) with TxDOT for this project by Resolution No. 21-0495. State and federal funding approved for this project totaled $2,718,645.00 and the engineer's cost estimate was $2,481,972.00. Although, this is a TxDOT project and because the City initiated the request for the project, the City had to agree to pay for cost overruns.

The project was let on May 6, 2021. Five bidders submitted their bids to TxDOT, with the low bidder being 33.8% over the engineer's cost estimate resulting in a cost overrun in the amount of $527,505.50. The bids were higher than the engineer's estimate primarily due to the increased cost of steel and the more complex nature of traffic control required during construction.
