BACKGROUND

This contract will provide for financial empowerment centers and financial stability services for the Office of Community Care. The service contract will provide opportunities to administer financial empowerment programming as part of a pilot Financial Empowerment Centers. The pilot program will offer integrated delivery of financial empowerment programs and other client services anchored in one-on-one financial coaching for all ages and across multi-generation households.

A five-member committee from the following departments reviewed and evaluated the qualifications:

* City Manager's Office (2)
* Department of Housing and Neighborhood Revitalization (1)
* Office of Community Care (2)

The committee selected the successful respondents on the basis of demonstrated competence and qualifications under the following criteria:

* Program evaluation 45 points
*????Organizational capacity 30 points
* Cost and budget 20 points
* Local Preference 5 points
