BACKGROUND

On March 23, 1988, the City entered into a multi-year agreement with the Dallas Arboretum and Botanical Society, Inc. (DABS), a non-profit organization, to manage and operate the Dallas Arboretum. The agreement was for a twenty-five year period. The agreement was extended on February 27, 2013, for a ten-year period. The management agreement with Dallas Arboretum and Botanical Society, Inc. does not automatically authorize funding, therefore a separate program funding contract to authorize the stipend payable during the current year is requested. The funds have been identified and appropriated in the City's General Fund by authorization of the City Council, and after the approval by the Park and Recreation Board for the current fiscal year.

This is normally a recurring annual funding agreement, however, to ensure DABS stipend request for FY 2023 is loaded into the City's budget in a timely manner, we are requesting a two-year funding agreement, pending Park and Recreation Board and Council approval.

The stipend payments will support the following programs and services for the period of January 1, 2022 through December 31, 2022 and for the period January 1, 2023 through December 31, 2023.
