BACKGROUND

Dallas Heritage Village is Dallas' first park, originally known as City Park. Heritage Village maintains a collection of historic buildings and furnishings and functions as a living history museum. The park currently utilizes its space to educate and celebrate history, support local Cedars Artist Union artists through affordable studio space, park recreation and relaxation, agricultural development, and research projects throughout East Dallas.

The current contract with Dallas County Heritage Society, who operates the park, is set to expire May 26, 2023. The Dallas Park & Recreation Department (DPARD) and the Office of Arts and Culture (OAC) intends to extend the contract for 12 months and to provide an additional $300,000.00 in order to facilitate a proper transition from existing management. The additional funding in the amount of $300,000.00 will be split between the two departments with DPARD providing $200,000.00 and the OAC providing $100,000.00. OAC will administratively transfer the funds to DPARD once all required approvals have been received.

Currently, and as has been the case for many years, OAC provides approximately $100,000.00 annually to the park. So, the cumulative effect for the next 12 months is that Dallas Heritage Society will receive $400,000.00 from the City to operate the park.
