BACKGROUND

This action does not encumber funds; the purpose of a service price agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.

This service price agreement will provide for removal and disposal of scrap tires for the Department of Sanitation Services. The City is a registered scrap tire facility, processor, and generator with the Texas Commission on Environmental Quality (TCEQ) and as such requires the services of a TCEQ registered vendor to dispose of scrap tires. The Department of Sanitation Services disposes approximately 650 tons of scrap tires annually that are deposited at the McCommas Bluff Landfill by City departments.

The recommended vendor is a TCEQ registered and approved scrap tire processor, storage facility, and transporter of scrap tires in the State of Texas. Scrap tire processors shred or bale scrap tires for delivery to a scrap tire storage site, a facility that recycles, reuses, or recovers the energy from the tire pieces.
